Community Improvement Grants

The grants are a way to encourage revitalization of an area. The Municipality has Community Improvement Plans set out for specific areas that need renewal. For instance, we offer grants to residents and business owners as an incentive to improve the look and functionality of existing buildings in our historic downtown areas of Bowmanville, Newcastle and Orono.

You can obtain a grant for:

  • New signage
  • Heritage fa√ßade upgrades
  • Building Code upgrades
  • Brownfield (contaminated lands) grant
  • Permit or application fee grants

Community Improvement Plans - Review and Renewal

In 2016, Clarington's Planning Services Department began a review of the three downtown Community Improvement Plans (CIPs), including Bowmanville, Newcastle and Orono.

The focus of the CIP review is to reassess the vision and purpose of the plans and to address identified concerns within each community, including:

  • Accessibility
  • Tenant Concerns and Incentives
  • Upper Storey residential rehabilitation
  • Vacant storefronts
  • Boundary review
  • Actions from Business Retention and Expansion
  • Lessons from Courtice - Development Charge & Tax Increment Grants
  • Other areas of concern identified within each community

In 2016, the Clarington Board of Trade and Office of Economic Development (CBOT) invited 400 retail business operators to participate in a Business Retention and Expansion Survey.  Some 66 business owners in Orono, Newcastle, Bowmanville and Courtice agreed to be interviewed for the study. In January 2017, CBOT finalized its analysis of the survey and set out an action plan.  Some of the applicable recommendations in that action plan will be used to guide the review and renewal of the downtown Community Improvement Plans.

Each CIP has a community liaison group with stakeholder member representatives of the business community in each of the downtowns.  Planning Services Staff meet quarterly with the liaison groups.  The groups have helped outline the issues and concerns that will be addressed.
